Doesn't Toolbox Installer create a tab if you navigate to the .NET 3.5 folder but change the target VS version to VS2010?

Anyway you can add the assemblies manually: right-click the toolbox, select Add Tab, enter name, right-click the new tab, select Choose Items, click Browse, navigate to the .NET 3.5 assemblies folder (VS2008 (.NET 3.5)) and select the ones you need.

Try to delete the mindfusion key under this registry key if there's one
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\.NETFramework\v4.0.30319\Assem
blyFoldersEx

then delete the tab with disabled items from the toolbox if it's still there, and add the items manually again.
