I am developing a Web-based (ASP.NET/VB) application and am using the Java applet.
Do I need to install NetDiagram on every client that will connect to my page using IE??

The IE's Java plugin downloads and runs the applet automatically. Your users do not have to install the component, but they must have the Java runtime version 1.5 or higher available on their systems.

Ok, I got the point. However, is it possible to diagnose whether Java runtime is installed using netdiagram? i.e. if the applet doesn't load, to prompt the user to install Java runtime from my server??

At this time NetDiagram does not provide support for Java detection. You could use the example from this page to detect if Java is available and the JRE version:
