Timetableview: TwelveHourFormat not working well if GroupHours = false

The scheduler in Timetable view does not show the hours on the left side in 24 hour format if TwelveHourFormat is set to false and GroupHours is set to False.
If TwelveHourFormat is set to false and GroupHours is set to True, the hours are shown in 24 hour format.

When GroupHours is set to false, TwelveHourFormat is no longer taken into consideration. Instead, the times in the timeline are formatted according to the TimetableSettings.GeneralFormat property.
