how to make Table database diagram add/remove/move -up/move-down row item with attached arrow link of each row? like in Class-Hierarchy Diagram sample but more than that.

How about the DBDesign sample. It shows how to link arrows to each row. Check the LinkStyle property - it specifies whether users can draw a link to a row of the table or to the whole table as a node.
