i want dynamically or interactively add anchors on shapeNode, as the attachment show,

can we?

You should be able to add a new AnchorPoint to AnchorPattern.Points at any time.

If you simply need to arrange links at equal distances along node sides, you can do that without using anchor points; just set the links' end point positions from LinkCreated / LinkModified handlers. The DistributeLinks method here shows how to do that:
