ScrollViewer is a WPF control, you cannot use it with the Windows Forms version. If your DiagramView has a fixed height, it might be clipped by the form if the other computer has a lower display resolution. Conversely, if it has higher resolution, the DiagramView might be larger than diagram.Bounds and there might be no need for horizontal scrolling, in which case the scrollbar will disappear. If you don't want that to happen, you will have to set view.HScrollbar.Visible = true every time after changing the diagram size or zoom level.
