Converts the value, specified as an argument, to a value of type double.

Parameters
- value
- Any valid expression.
Return Value
Returns the specified argument converted to double, or 0, if the argument cannot be converted.
Remarks
If value is a number of any kind, it is converted to double. If value is a string, it is parsed as a double and the result is returned. If none of the above applies, 0 is returned.
