Can not handle doctype

In a file that begins as shown below, version 3.0 does not display anything after the Doctype declaration.  Xmlspy has no problem with this file.

<?xml version="1.0" encoding="UTF-8"?>
<!-- edited with XMLSPY v5 rel. 4 U (http://www.xmlspy.com) by snip -->
<!DOCTYPE beans PUBLIC "-//SPRING//DTD BEAN//EN" "http://www.springframework.org/dtd/spring-beans.dtd">

XML Viewer DOES handle DOCTYPE ... but only if it's referring to a local file. URLs don't work.
